Lead Buyer – DSM

Purpose of the position

To capture all indirect spending for his/her sites and projects in the Hub and to service the Hub by implementing the approved sourcing strategies, within corporate requirements and guidelines, in order to ensure results on all KPIs as defined with BG’s/Sites, and to contribute to the overall result of DSM

Position context

DSM Sourcing is a professional organization supporting DSM businesses to generate sustainable profit by developing, coordinating and executing state of art purchasing processes on a global scale.

DSM Sourcing Indirect, part of DSM Sourcing, is an integrated global Purchasing organization for indirect goods and services. With central steering and regional service, we will realize the associated benefits:

The spend is covering technical goods & services, capital expenditure, facility goods & services, ICT and Logistics and packaging materials, representing roughly 1.7 billion Euro.

The focus for the Lead Buyer is on capturing all Indirect spend for his/her area in the Hub, co-developing and executing an aligned souring plan for the Hub/Sites, and supporting and challenging category mgt. in order to strive for maximum Hub/Sites profit and service.

Position content

Key areas of accountability/responsibility

  1. To act as the contact person for all stakeholders in the responsible area which he/she supports, coordinating and re-directing all indirect purchasing activities with full compliance with the policy.
  2. To capture all Indirect spending for the sites and define the relevant Sourcing approach, aligned with the business plan and sourcing strategies.
  3. To write a sourcing plan for his/her responsible area and implement the sourcing strategies to deliver targeted value.
  4. To assist stakeholders:
  • using DSM (preferred) contracts which is covered by category management
  • executing competitive bids
  • spot buying or coordinating specification-sourcing process
  • improve the efficiency and effectiveness of purchasing activities via reducing complicities and improving supplier performance.
  1. Collect and manage internal customers’ feedback on the sourcing process to identify further TCO reduction and Purchasing value creation opportunities.
  • Use Strategic Sourcing Methodology (SSM) on the sites and deliver the best practices.
  • Prepare and lead fact-based negotiation and select suppliers for all spend projects in his/her scope
  • Lead contract implementation and resolve issues
  • Evaluate and renew contracts by identifying and prioritizing opportunities for reduction of Total Cost of Ownership (TCO).
  1. Define and lead cross-functional teams to achieve the goal of sourcing activities
  • Define and lead (global) multi BG cross-functional teams for sourcing activity.
  • Provide team members with direction and support throughout the steps and activities of the strategic sourcing process
  • Manage and facilitate the collaboration within the cross-functional team within the whole sourcing process.
  1. Develop and manage relationships with preferred/approved suppliers and track/develop their performance:
  • Establish relationships with suppliers
  • Initiate and conduct supplier performance evaluations.
  • Assist the supplier on performance improvement, to monitor progress and ensure successful implementation.
  • Identify potential contract improvement opportunities & re-negotiations
  • To register, process and complete actions resulting from supplier non-performance.
  1. Provide input to Category Management

Authorities

  • Access indirect spend and demand information and build up an indirect sourcing management plan for the site with the insights of business development and sourcing strategy
  • Conclude and implement contracts within the proxy.
  • The buyer determines the optimal supply base for his/her sites with consulting category management and support to deliver the relevant category strategy within her/his responsible area.
  • Lead Cross-Functional Teams for sourcing activities

The complexity of the position

  • Driving the centrally led, centrally owned and local present Indirect Spend organization, requires a state of the art structure, systems and people, who continuously establish and confirm a “buy-in” from their customers and influence their customers’ behaviour (compliance).
  • In order to be successful Indirect Spend has to de-complex the supplier base, driving and consolidating the spending towards the right suppliers.
  • The change resulting from implementing the Indirect spend road map requires a fundamental change in mindset from key stakeholders.
  • Generating the results on customer satisfaction, savings, cash, compliance, supplier base and risk reduction, requires simultaneous managing BG, Sites and DSM deliverables in short and long term perspective, and of course being involved in an early stage.
  • The diversity of businesses, stakeholders, markets, regions, cultures, distances and levels of development in Purchasing, requires a centrally driven, but regional supportive approach

Knowledge and educational level

  • Tertiary qualifications, preferably in business administration, commerce, engineering or another relevant discipline.
  • In-depth knowledge of Indirect Spend in terms of business dynamics, markets, innovation requirements, growth opportunities and sustainability.
  • Knowledge of the project management process

Required level of experiences

  • A recognized qualification in Purchasing.
  • Substantial professional experience (>3 yrs.) in Purchasing (Indirect), business intelligence or marketing & sales
  • Strong negotiation and contracting skills
  • Experience in data analysis and reporting
  • Knowledge and experience of project management in procurement, marketing or finance area
  • Change management capabilities
